PM Nabbanja reaffirms Government’s commitment to equitable regional growth
Kampala, October 30, 2025 — Prime Minister Rt. Hon. Robinah Nabbanja has reaffirmed the Government of Uganda’s unwavering commitment to accelerating balanced and inclusive regional development, pledging that no part of the country will be left behind in the national transformation agenda.
Speaking at the Joint Regional Development Programme Annual Review Workshop held at Speke Resort Munyonyo, Nabbanja described the forum as a crucial platform for assessing progress, sharing lessons, and aligning efforts toward equitable growth across Uganda’s regions.
“This review gives us a chance to evaluate how far we’ve come in ensuring that development reaches every Ugandan, regardless of where they live,” she said, extending greetings from President Yoweri Kaguta Museveni.
The Prime Minister noted that the Government’s Decentralisation Policy has significantly improved service delivery by devolving power and resources to local governments. Currently, 3.7% of the national budget is allocated to regional development — a move that has strengthened local service delivery and planning.
However, Nabbanja acknowledged persistent disparities in access to education, healthcare, and economic opportunities, especially in Karamoja, northern, and eastern Uganda.
She emphasised that tackling poverty and regional imbalances remains central to Government’s agenda, highlighting initiatives like the Parish Development Model (PDM) and Emyooga as key tools for lifting Ugandans out of the subsistence economy.
“By June 30, 2025, we had transferred UGX 3.3 trillion to over 10,594 Parish SACCOs, reaching 2.63 million beneficiaries. These funds are changing lives — boosting household incomes, improving food security, and creating jobs,” Nabbanja said.
The Prime Minister also revealed that an additional UGX 1.059 trillion has been earmarked for the PDM in the current financial year.
Under the Fourth National Development Plan (NDP IV), the Government is advancing a strategy anchored on Sustainable Industrialisation for Inclusive Growth, Employment Creation, and Wealth Generation. Priority sectors include Agro-Industrialisation, Tourism Development, Mineral Development (including Oil and Gas), and Science, Technology, and Innovation.
Nabbanja said these sectors form the backbone of Uganda’s Tenfold Growth Strategy, which seeks to fast-track socio-economic transformation and narrow regional gaps through productivity, value addition, and infrastructure investment.
“Our Regional Development Programme aims to empower local governments to create tailored development plans, enhance accountability, and ensure fair distribution of investments,” she explained.
She also urged stakeholders to promote Public-Private Partnerships and affirmative action in lagging regions, refugee-hosting districts, and climate-vulnerable areas such as Karamoja. The Government, she noted, remains focused on youth inclusion, women’s empowerment, and environmental resilience through climate-smart technologies and water harvesting systems.
Nabbanja expressed gratitude to development partners for their continued support, calling for deeper collaboration in resource mobilisation, technical assistance, and innovation.
“Together, with unity, determination, and a shared vision, we will accelerate progress towards a prosperous, peaceful, and inclusive Uganda,” she concluded, officially opening the workshop.
